#46 Important changes to medical certificate cause of death notification submission

The Registry of Births, Deaths and Marriages Victoria (BDM) is moving to a new online system. Registry Information Online (RIO) will replace Medical Practitioner’s Online. Registry Information Online will go live in mid-February 2019. This means that you will only be able to submit a medical certificate cause of death or medical certificate cause of perinatal death notification after registering an account with RIO.

As a medical practitioner, you are required to register as an individual with RIO. This will ensure BDM has your current details, and you will be able to submit medical certificate cause of death notifications quickly and efficiently.

The information below will guide you through the simple registration process. Further information about RIO is available in this information sheet.

 

What if I don’t register my new account now?

Make sure you register now to avoid disruption and delays in the future. If you don't register your new account during the registration period, you will be unable to immediately submit medical certificate cause of death notifications online after RIO goes live until your new account is registered. While you can register as a new user at any time after go-live, there will be a delay between registration and access, so that BDM can undertake the required checks.

 

Before you start

There are two pieces of information you will need before you start:

 

Step 1. Getting started

Please click on this link to start your registration.

Step 2. Provide your details

Enter your details so we can validate your identity. You will be asked to choose a username – we suggest something easy to remember like your individual work email address (an organisation generic email address is not suitable).

When you register as an individual please leave the field 'Organisation name' blank as medical practitioners may work across many organisations (different hospitals, nursing homes, etc). In RIO, you will enter details of where the death occurred (location and entity type) when you submit your medical certificate of cause of death or medical certificate of cause of perinatal death notification (as part of the ‘Place of death’ field).

Step 3. Read and accept the terms of use

You will be presented with a set of two terms and conditions, both of which can apply to you. By continuing, you signify that you accept the relevant terms and conditions.

Step 4. Complete the registration process

We will notify you once your account is set up and if you need to take any other action in relation to your registration.

 

Medical Practitioners Online (MPO) will be switched off

Medical Practitioners Online will be switched off when RIO goes live. It is a good idea to update RIO in your web browser favourites.

There will be a four-day period during the transition to the new system when there will be no online services. Medical practitioners will be required to follow a manual process to submit their medical certificate cause of death notifications on those specific days. Clear step-by-step instructions will be sent just before the go-live date. 

 

Training and guidance

If you did not have the opportunity to attend one of the training sessions for the new system, information and guidance about using RIO, including an online tutorial, will be available before the system goes live. We will communicate with you about this.

 

Hospitals and nursing homes – changes to automatic notification

After Registry Information Online goes live, copies of medical certificate cause of death notifications will no longer be sent from the medical practitioner to the hospital or nursing home where the death occurred.

Hospitals and nursing homes will instead receive the notifications through Registry Information Online, based on the information about location of death provided to us by medical practitioners.

Hospitals and nursing homes will be asked to register a stakeholder account with BDM and nominate staff members to view the medical certificate cause of death notifications submitted by their medical practitioners.

This information will be available as soon as the medical practitioner submits the report to BDM. A copy of submitted notifications can be printed if required.
