Following the EBA ballot result, the MOU was signed on Wednesday 21 October. It records the agreed financial and conditions improvements and provides a dispute resolution process to address any issues with implementation or non-compliance with its terms. Key to the enforceability of the MOU is that all health services are signatories. This means that the MOU itself creates obligations on services to comply with its terms – not just the government.
